Government Approved the Resilience Strategy for Critical Entities of the Slovak Republic – A Key Milestone in Strengthening Slovakia's Resilience
The Government of the Slovak Republic at its meeting on January 9, 2026 approved the Resilience Strategy for Critical Entities of the Slovak Republic.
This is a fundamental conceptual document that significantly strengthens the processes for ensuring essential services necessary for the functioning of the state and society. The resilience of critical infrastructure represents a key element of national and international security and is an essential prerequisite for maintaining the basic functions of the state even during times of crisis.
The approved strategy comprehensively responds to the changed security environment in our region. The war in Ukraine, migration pressures, climate change as well as the increasing occurrence of new security phenomena, which include cyber, information and hybrid threats, are challenges for maintaining the stability of critical infrastructure in Slovakia.
The adoption of the Resilience Strategy for Critical Entities of the Slovak Republic is one of the most important milestones of the Critical Infrastructure Act No. 367/2024 Coll. and represents its practical implementation in the area of building resilience. By approving this document, the Slovak Republic has joined the first three countries of the European Union that have already fulfilled the obligation to adopt a national resilience strategy for critical entities.
The new strategic framework brings a fundamental change in approach – a transition from a passive protection model to a dynamic and proactive system based on risk assessment, prevention and resilience. The aim of the strategy is to identify the most significant threats, understand their impacts and systematically mitigate risks and their consequences.
The new system is built on three key objectives:
1. proactive approach to risk management,
2. strengthening planning, preparedness and response to crisis situations,
3. comprehensive approach to critical infrastructure resilience.
The Critical Infrastructure Association of the Slovak Republic played a significant role in preparing the final text of the Resilience Strategy for Critical Entities. AKI SR actively participated in the legislative process and through expert comments contributed to creating a document that reflects real challenges to the maximum extent possible and enables effective management of critical infrastructure resilience.
The next step will be the process of identifying critical entities, which according to the critical infrastructure act should be completed no later than July 17, 2026.
