10th Critical Infrastructure Sector: Production, Processing and Distribution of Food
In the morning, we open the refrigerator. In a shop, we reach for bread, milk, meat, pasta or fruit. In a cafeteria, a child receives lunch; a hospital patient receives a special diet; and a senior in a social services facility receives a warm meal. Most of us do not think about it. Food simply “is”.
Behind this apparent certainty, however, lies one of the most complex and sensitive systems of the modern state. A field, a farm, a processing plant, a mill, a dairy, a bakery, a meat-processing facility, a warehouse, a cold chain, a distribution centre, a truck, a wholesaler, a retail network, an information system, electricity, water, packaging, hygiene rules, laboratory control — and the people who keep it all running.
Food is not merely a commodity. It is a daily test of the functioning of the state.
When this system works, the public barely notices it. When it is disrupted, the consequences come quickly — empty shelves, rising prices, pressure on households, threats to vulnerable groups, panic buying, supply failures in hospitals or social care facilities, and a loss of trust in society’s ability to manage a crisis.
This is precisely why the production, processing and distribution of food is included among the critical infrastructure sectors of the Slovak Republic.
Classification of the Sector Under the Law
The sector Production, Processing and Distribution of Food is one of the critical infrastructure sectors under Act No. 367/2024 Coll. on Critical Infrastructure, which replaced the previous legal framework from 2011 and transposes the European CER Directive on the resilience of critical entities.
According to the overview of sectors set out in Annex No. 1 to the Act, the central authority responsible for this sector is the Ministry of Agriculture and Rural Development of the Slovak Republic.
The essential services in this sector include:
- production, processing and distribution in the food sector,
- large-scale industrial production and processing of food,
- food supply chain services, including storage and logistics,
- wholesale distribution of food.
Critical entities are food businesses under a special regulation that are engaged exclusively in logistics and wholesale distribution, and in large-scale industrial production and processing.
Act No. 367/2024 Coll. on Critical Infrastructure defines an essential service as a service provided by a critical entity that is essential for maintaining vital societal functions or economic activities, including the protection of public health, safety or the environment. In the case of food, this definition is particularly illustrative: without a stable food supply, it is impossible to maintain public health, social stability or the normal functioning of the economy in the long term.
Why Is This Sector Important?
The food sector is one of those areas whose importance is not embodied in a single large facility or one visible network. It is not a power plant, a motorway or a hospital. It is an extensive chain of mutually dependent activities in which the failure of one link can quickly affect the entire system.
Food also has specific characteristics. Many food products are perishable, require refrigeration or freezing, hygiene regimes, precise handling, origin and batch traceability, veterinary or phytosanitary supervision, and safe transport. A power outage, transport disruption, cyber incident, contamination of a production line or shortage of labour can have immediate consequences.
The food sector is also directly linked to other critical infrastructure sectors:
- without energy, cold stores, freezers, bakeries, dairies and production lines cannot operate,
- without transport, raw materials and finished products cannot reach consumers,
- without water, hygienic production and sanitation are not possible,
- without digital infrastructure, ordering systems, warehouse systems, batch tracing and logistics do not function,
- without financial services, payment and supply flows come to a halt,
- without public administration and supervisory authorities, oversight of food safety is weakened.
Food security is therefore not merely a matter of agriculture or trade. It is a matter of national resilience.
Who Does the Sector Concern?
The sector of food production, processing and distribution affects every resident of the Slovak Republic. From the perspective of critical infrastructure, however, it primarily concerns entities that provide essential services in the food chain on a significant scale.
These include in particular:
large food producers and processors,
food businesses with significant regional or nationwide impact,
dairies, mills, bakeries, meat-processing companies, sugar refineries, beverage producers and other processing facilities,
operators of high-capacity warehouses,
refrigeration and freezing capacities,
logistics companies ensuring the food supply chain,
wholesale food distributors,
entities supplying large customers,
suppliers of packaging, technological components, hygiene and sanitation,
operators of information systems for storage, ordering, traceability and distribution.
It is therefore not only about food producers in the narrow sense of the word. Warehouses, logistics, distribution hubs and wholesale capacities may also be of critical importance, ensuring that food reaches the places where it is needed at the right time, in the right quantity and quality.
Food Industry in Numbers: Food Self-Sufficiency
One of the key indicators of the resilience of the food sector is the level of food self-sufficiency. This is not only an economic parameter, but also a security indicator: the more a country depends on imports of basic foodstuffs, the more sensitive it is to transport disruptions, trade restrictions, rising energy prices, geopolitical crises or disruptions to international supply chains.
Slovakia has long had a high level of self-sufficiency mainly in selected plant commodities, especially cereals. By contrast, it performs less strongly in several animal products, fruit, vegetables and processed foods. From the perspective of critical infrastructure, the key point is that it is not enough to grow the raw material — what matters is also the ability to process it domestically, store it, transport it and deliver it to consumers.
According to data published within the agri-food sector, Slovakia has in recent years been approximately at the following levels of food self-sufficiency:
for cereals, Slovakia usually achieves more than 100% self-sufficiency, as cereal production exceeds domestic consumption,
for sugar, self-sufficiency is approximately around 100%, depending on the particular year,
for milk and dairy products, self-sufficiency is significantly higher than for several other animal commodities, often stated at approximately 80%,
for poultry meat, self-sufficiency is approximately 50 to 60%,
for pork, self-sufficiency is lower, approximately 30 to 40%,
for fruit and vegetables, Slovakia achieves only a low level of self-sufficiency, in many categories approximately 20 to 40%,
for some processed foods, dependence on imports is even higher, as part of domestic agricultural production is exported as raw material and finished products are subsequently imported.
These figures show the fundamental difference between agricultural production and food resilience. A country may be formally self-sufficient in some raw materials, but if it lacks sufficient processing capacities, storage facilities, refrigerated logistics or distribution mechanisms, its real ability to supply the population in a crisis is limited.
From the perspective of critical infrastructure, food self-sufficiency is therefore more than just a question of the volume of domestic production. It is the ability of the entire chain — from grower and breeder through processor, warehouse and distributor to retailer — to maintain the availability of basic foodstuffs even when normal market conditions are disrupted.
It is precisely the low level of self-sufficiency in some categories of food that increases the importance of the Production, Processing and Distribution of Food sector as critical infrastructure. If key foods depend on imports, then vulnerability no longer concerns only farms and production plants, but also border crossings, international transport, storage, refrigeration capacities, fuels, energy, customs and veterinary processes, and the functioning of retail networks.
Interesting Point: Food as the Fastest Indicator of Crisis
In some critical infrastructure sectors, the public may only notice a disruption after some time. With food, the reaction is almost immediate. A single report about a possible shortage of flour, oil, sugar, milk or meat can change consumer behaviour within hours.
Food is therefore not only a material necessity, but also a psychological stabiliser of society. Full shelves send a signal that the system is working. Empty shelves, even if only temporary, can trigger uncertainty, panic and pressure on public authorities.
The experience of the pandemic, the energy crisis and the war in Ukraine has shown that food chains can be affected not only by production itself, but also by energy prices, the availability of fuel, packaging, fertilisers, cereals, labour and international transport.
Main Risks in the Food Sector
Risks in the sector of food production, processing and distribution are complex and often reinforce one another.
1. Energy Outages
Food-processing facilities depend on a stable supply of electricity, gas and heat. An energy outage can stop production, interrupt the cold chain, spoil stocks and cause extensive economic damage.
2. Disruption of Transport and Logistics
Food must be transported quickly and often under precisely defined temperature conditions. Closed roads, a shortage of drivers, fuel outages, failures of logistics systems or border restrictions can cause regional supply disruptions.
3. Cyberattacks
Modern food production is digitalised. Production lines, warehouse management, ordering systems, invoicing, temperature monitoring, batch tracing and route planning depend on information systems. A cyber incident can halt production or prevent distribution even when raw materials and products are physically available.
4. Contamination and Biological Risks
The food chain is sensitive to contamination, animal diseases, plant diseases, hygiene failures or errors in the production process. If a problem is detected, it is essential to quickly identify batches, stop distribution and withdraw products from the market.
5. Climate Extremes
Drought, floods, frost, heatwaves, new pests and changes in water availability affect agricultural production, the quality of raw materials, input prices and the stability of supply.
6. Dependence on Imports
Slovakia depends on foreign sources for several foods, raw materials and inputs. This does not concern only finished products, but also feed, packaging, technologies, spare parts, fertilisers, additives, veterinary products and specific production components.
7. Personnel Risks
Food businesses need qualified workers, technologists, drivers, warehouse staff, hygiene supervision, veterinary experts and production line operators. A shortage of people or high sickness rates can limit operations even when raw materials are available.
8. Disinformation and Panic Buying
False or distorted reports about food shortages can cause a sudden surge in demand and create a problem even where no real shortage initially existed. Crisis communication is therefore part of the sector’s resilience.
New Obligations and Emphasis on Resilience
The new legal framework for critical infrastructure places emphasis not only on the identification of critical entities, but also on their practical preparedness. After receiving a notification, critical entities are required to carry out a comprehensive risk assessment and prepare a security plan. Serious incidents must be reported within the statutory deadline, and preparedness should also be regularly verified through practical exercises.
For the food sector, this means that security cannot be limited only to hygiene standards and product quality. It must also include physical protection of facilities, business continuity, fallback scenarios, cybersecurity, crisis communication, supplier dependencies and the ability to recover after an incident.
How AKI SR Can Contribute
The Critical Infrastructure Association of the Slovak Republic can play an important expert role in this sector. The food chain is largely in the hands of private entities, while the state is responsible for regulation, supervision, crisis management and the protection of the public interest. Without systematic cooperation between the public and private sectors, it is impossible to build truly resilient food infrastructure.
The added value of AKI SR lies above all in its ability to identify interconnections between sectors. In the case of food, this is particularly important because the food chain depends on almost all other pillars of modern infrastructure.
Conclusion
The production, processing and distribution of food is a sector that quietly provides a basic sense of security for the population every day. We do not see it as one facility or one network. We perceive it through the availability of bread, milk, meat, vegetables, baby food or basic long-life foodstuffs.
That is precisely what makes it distinctive. Food infrastructure is dispersed, interconnected and highly sensitive to disruptions. Its resilience depends on energy, water, transport, data, people, hygiene, warehouses, packaging, technologies, control mechanisms and public trust.
The tenth critical infrastructure sector reminds us that the security of the state is not measured only by its ability to defend borders, protect networks or keep power plants running. It is also measured by whether, in times of crisis, food reaches those who need it.
And that is why food belongs among the critical services of the state.
